Q#1  What are the zip codes of Consumers Energy service territory?

ANSWER: See the Documents page on this website for a spreadsheet that includes the service territory zip codes separated by gas and electric.

ANSWER #2  In response to a request for more information, we have posted the "Consumers Energy Program Evaluation Results" from 1995 in the Documents page.

Q#3:  If the Consumers Energy filing to the Michigan PSC contains inconsistencies between the annual savings goals and budgets specified in the tables versus those specified in the text, may the contractor choose whether to use the tables or text as the basis for meeting the annual savings goals and budgets for each program?

ANSWER: If contractors encounter areas of inconsistency between values as reported in tables versus the narrative text, the correct values to use are those as detailed in the tables, and Consumers would appreciate this inconsistency being brought to our attention.

Q#4: Regarding Table 4 Consumers Energy "Appliance Recycling Program" Contractor Budgets 2009-2011, are budget constraints applicable to each year or to the cumulative 3-year cycle?

ANSWER: The budget, as shown in table 4, is applicable to each year.

Q#5: Regarding Table 5, "Appliance Recycling Program" Annual MWh Savings Goals 2009-2011: If we believe that the MWh savings targets for a given year can be attained for under budget, would Consumers prefer that condition, or prefer that all the year's budget be used and MWh savings targets for the year exceeded?

ANSWER: Given the available budget, we are interested to know your plan for achieving the MWh savings targets. If you project you can exceed the targeted energy savings goals and stay within the available budget limits shown in table 4, that would be important to demonstrate as well.

Q#6: If we believe that MWh targets cannot be attained for a given year, but the 3-year cumulative goal can be attained, is that acceptable?

ANSWER: As indicated in the RFP, please include what you project you can deliver on the energy savings targets shown in table 5, within the annual available budget, as shown in table 4. It is important to note that each year's total program spending and achieved energy savings will be reconciled on an annual basis. We do understand there will be certain program changes necessary once we hire implementation contractors for any of the five RFP bundles, and we have flexibility within our Plan to make adjustments.
